Alternatives to Stripe and PayPal in Syria 2026, a Guide to Paying and Receiving Money

Last updated: October 30, 2026. Payment conditions in Syria change very quickly, and some of the sources we relied on are newspapers and trackers and not official statements. Check the official pages before any financial decision, and this article is general information and not legal or financial advice.

The story began with a message that reached us from a fashion designer in Damascus, we will call her Rana, an imaginary name for explanation. She said a customer from the Gulf liked a piece and chose to pay through PayPal, so Rana tried to open an account and did not find Syria in the country list. Then she tried Stripe and got the same result. When she wrote to us she was about to lose the sale and tell herself that the online market does not suit Syria.

The reality is more detailed than this. In 2026 many doors opened in payments inside and outside Syria, but Stripe and PayPal remained closed until the moment of writing this article. And between the closed door and the open door there are practical solutions used by business owners in Damascus, Aleppo, Homs, and Latakia, and every solution has a price and risks. In this guide we walk with you step by step, and try to be frank about what we know and what we do not.

Quick Summary

  • Stripe and PayPal are not available for Syria until late October 2026 according to service trackers and the replies published from the two companies, despite the easing of sanctions.
  • What really changed is accepting global cards inside Syria at points of sale and the start of locally issued cards accepted internationally, and this does not mean an electronic payment gateway for your store.
  • For selling inside Syria local wallets, cash on delivery, and bank transfer work, and for selling abroad the options pass through an intermediary or through an entity in a supported country.
  • Do not hand your card or account data to any intermediary before you verify it, and record every transaction.

Where We Reached in 2026

To understand what is permitted to you today, you first need the timeline. The story did not begin on one day, but in a series of decisions over about a year and a half. This is what we could document from press sources, and we clarify that the sources sometimes differ in the order of dates:

A timeline of consecutive points representing the steps of card payments opening in Syria
From agreements to the first actual payments
The event What it means
September 2025, a memorandum of understanding between the central bank and Mastercard The start of preparation to expand digital payments, without an actual service for the user yet
December 2025, an agreement between the central bank and Visa A roadmap for a digital payment system, cards, wallets, and acceptance through QR codes, without an announced timetable
May 2026, the central bank decision allowing licensed banks and payment companies to deal with the global networks Opening the legal door, with QNB announcing card acceptance services
August 2026, the first point of sale payment with an international Mastercard, and a live test for Visa A real but limited start, and the central bank itself describes the spread as limited
August 2026, approving a system for electronic payment and transformation A wider regulatory framework for payment and transfer options
September 2026, the first local card accepted internationally in cooperation with QNB and Mastercard Rolled out gradually to qualified customers only, and the news did not mention internet payment

And two important notes. The first is that all this information concerns cards inside shops and banks, and we did not find a source confirming that online payment with local cards has actually started. The second is that these steps are moving fast, so the scene may change within weeks.

Do Stripe and PayPal Work in Syria

The frank answer so far is no. And this is what we know from the tracker of blocked services in Syria, which is a community site and not an official body, so consider it an indicator and not a final ruling:

  • Stripe: according to the tracker the last published reply from the company in September 2026 said Syria is still unsupported, without a timetable for a policy review. The company previously suggested opening an account through an entity in a supported country.
  • PayPal: the tracker mentions that its services are still unavailable in Syria according to a support reply in August 2026, and that its reply in March 2026 said it currently cannot provide the service to persons in Syria.

And here a common confusion happens. Many think that lifting sanctions means opening all services automatically. It is not so. The company decides itself according to its partner banks, its risk assessment, and its expansion plan. So it may wait months after any political decision before announcing its support, and it may not announce.

What Really Changed and What Did Not

Changed Not changed yet
Licensed banks and payment companies are now allowed to deal with Visa and Mastercard Stripe and PayPal are still unavailable for your account
Payments with international cards started in some approved shops The spread is limited, and do not expect all Damascus shops to accept cards tomorrow
The first local card accepted internationally was issued to qualified customers No source confirms that it works for online payment for your store or ads
The regulatory framework for electronic payment improved Transferring money from abroad still depends on intermediaries and multiple channels

The conclusion of this section: do not build your business plan on the service opening next week, but do not ignore the development either. The best position is to rely on solutions that work today while keeping the door open to replace them when better options become available.

Local Payment Inside Syria

If your customers are inside Syria the matter is easier than you think, because the core problem with Stripe and PayPal is the borders and not the payment itself. These options work for many local businesses:

  • Cash on delivery: the most widespread option. Simple and without commissions, but it carries the risk of refusal at delivery, so you need to confirm the order by a call or message before shipping.
  • Local electronic wallets such as Syriatel Cash, MTN Cash, and Sham Cash: they work as a payment and transfer method between individuals and merchants. There is a WordPress plugin to connect them to a WooCommerce store. The press mentioned that some were temporarily suspended after the currency exchange and then reactivated, and Sham Cash was launched by the Ministry of Finance for public sector salaries with reservations about commissions and digital security. So check the current conditions and commissions before relying on them.
  • Bank transfer or through remittance companies: suitable for large amounts, but it needs manual follow up.
  • International cards in approved shops: started, but limited, so do not build on them alone.
Four cards representing the options of local payment, cards, transfer, and cash
Every business has a different mix of options

And we advise any local store to offer at least two options, so it does not depend on one method that may stop. And to make clear on the product page how payment is done and what the fees are if any, because ambiguity here loses you more customers than any commission.

Receiving Money from Customers Abroad

Here is where Rana problem lies. Her customer in the Gulf wants easy payment, and you want secure receipt. The available ways all go through an intermediary, and this is what you must understand before you choose:

An illustration of money flowing from the customer abroad to the business in Syria through an intermediary
Receiving money from abroad often passes through an intermediary, so choose one you trust

Transfers Through Remittance Companies

Well known remittance companies announce cash receipt services in Syria in Syrian pounds, and some announce quick arrival of the amount. But these are marketing pages of the companies themselves, so verify the branch, commission, and exchange rate before every transaction. This solution suits small and medium amounts and customers who know you.

Digital Currencies and Peer to Peer Exchange

The Binance platform opened its doors to users from Syria in June 2025 on condition of identity verification, according to press reports, and we could not confirm its current status in 2026. Many use this option because it is fast, but it carries price volatility risks and fraud in peer to peer exchange, and the matter of its legality and regulation in Syria needs verification from specialized parties. We do not advise it as a sole solution, and we never advise sharing your wallet keys or verification codes with anyone.

An entity in a supported country

This is what Stripe itself suggested according to the tracker: an account through an entity in a supported country. Some business owners resort to it by establishing a company in Turkey or the United States or elsewhere, then opening a bank account and a payment gateway. And we have detailed explanations about opening Stripe from Turkey through an American company, about Turkish payment gateways, and about Mercury. But this is a path with legal, tax, and accounting obligations, and sanctions and compliance rules may change, so consult a licensed lawyer or accountant before you start. We provide general information only.

Paying Abroad for Ads and Subscriptions

The other problem is the opposite: that you pay a foreign platform, such as Meta ads, a tools subscription, or hosting and a domain. Some business owners use virtual cards issued by intermediaries for fees. The idea is that the virtual card works as a bridge that pays for you without a foreign bank account. This is what some agencies promote, and it is a realistic solution but not without risks.

  • The card may stop suddenly, so your ad stops or your subscription halts. Keep a backup plan.
  • The platform may refuse payment from a specific intermediary, or restrict your ad account for reasons related to its policies. And we have an article on the causes of restriction and how to avoid it.
  • Beware of whoever asks for your passwords or verification codes. A serious intermediary needs an amount and limited data, not your account.
  • Always ask what the total price includes, and ask for proof or screenshots from the platform showing the amount actually spent.

And do not forget that advertising companies have their own rules. So read our guide on paying for ads from Syria before you decide.

A Quick Comparison Between the Options

The option Suits Its limits Level of caution
Cash on delivery Local stores Order refusal at delivery Low
Local wallets Selling inside Syria Commissions and changing conditions Medium
Remittances Receiving amounts from relatives and known customers Commission and exchange rate Medium
A virtual card intermediary Paying foreign platforms Sudden stop and platform refusal High
Digital currencies Whoever understands them and accepts volatility Price volatility and fraud High
An entity in a supported country Regular international selling Legal and tax obligations Needs consultation

How to Choose According to Your Business

A Freelancer Serving Customers Abroad

A designer, programmer, or writer. You need to receive money regularly. Start with remittances from customers you know, then think about an entity in a supported country if your work grows, and consult a specialist. Keep a record of every invoice and transaction.

A Store Selling Inside Syria

Rely on cash on delivery with one or two local wallets. Make the order confirmed by a message before shipping, and record orders in a sheet. You do not need a foreign gateway now.

A Business Advertising on Meta and Google

Your problem is paying abroad. Compare the virtual card with cooperating with an agency that manages payment, and ask in both cases for proof of the actual spending. And keep a clean ad account and do not share your account with whoever you do not trust.

A Syrian in Turkey

If you are in Istanbul or Gaziantep the matter is easier, because you can deal with Turkish banks and Turkish payment gateways within their conditions. And you serve customers in Syria and Turkey together from there.

How to Read Any Payment News Before You Build on It

In this period news reaches you every day: a new card, a new agreement, a new application. Some news is real and useful, and some mixes announcement with execution. Try asking five questions before you change anything in your business:

  1. Who is the source? An official statement from the bank or the company is stronger than a tweet, a post, or a marketing page.
  2. Is it an announcement of intent or execution? A memorandum of understanding does not mean the service reached your account.
  3. What type of transactions? Paying in a shop differs from paying on a website, and both differ from cash withdrawal.
  4. For whom? Many services start with qualified customers or approved shops only.
  5. What are the fees and limits? Good news without cost details is not enough to make a decision.

And we applied these same questions to what we wrote in this article. This is why we said that card acceptance at points of sale started, and did not say that your store can now accept a local card on its website.

How to Explain Payment to Your Customer Abroad

A large part of the payment problem is communication. The customer abroad is used to one payment button, and when he hears that the matter is complicated he may leave. So prepare a clear ready message that includes:

  • The available payment options in simple language, with a first option and an alternative one.
  • The amount in the agreed currency, and how the exchange difference is calculated if any.
  • The approximate arrival time of the amount, and what to do if it is late.
  • A tidy invoice carrying the business name, date, and service description, because the invoice builds trust even if payment goes through an intermediary.

And a small tip from work experience: start the partnership with a small deal. When the customer sees that the amount arrived and the service was delivered, the following deals become easier and faster.

Pricing in Dollars or in Pounds

A question every business owner faces: in which currency do I price? There is no single answer, but these rules help you decide:

  • If your customers are abroad price in the currency they will pay with, so you do not bear the exchange difference without knowing.
  • If your customers are inside Syria write the payment currency clearly on the product and in the invoice, and review prices regularly because the exchange rate changes.
  • Do not change the price after the customer accepted the order, because this harms your trust more than any small loss.
  • Keep a simple sheet recording the exchange rate you adopted in every deal.

Three Scenarios for the Coming Months

We do not predict here, since no one knows. But thinking in scenarios helps you not to be surprised. These are three logical possibilities, and for each one what you do:

The scenario What it means What you do
One of the platforms announces support for Syria A chance to open a direct account, with verification and compliance conditions Apply quickly with ready documents, and keep your current solutions as a backup for a while
The situation continues as it is with gradual expansion of local cards Local options improve slowly and international payment remains through an intermediary Rely on the current solutions, try local cards when they become available to you, and review the fees
Some services retreat or conditions change A risk for whoever relied on one channel Your ready backup plan saves your business, so do not delay preparing it

The common denominator among the three scenarios is that whoever documents his work, prepares his documents, and diversifies his channels is the least harmed and the quickest to benefit.

Documentation and Accounting from Day One

Many neglect this side because payment for them seems informal. But early documentation makes a difference when the work grows or when you need to open an account or apply for a service. We do not give tax advice here, since the rules differ by place and business, but these are useful general habits:

  • A monthly file for all issued and received invoices, on paper or electronically.
  • A sheet recording the date, customer, amount, currency, and payment method.
  • An archive of the conversations that prove the agreement on price and delivery.
  • A review with a licensed accountant once every few months, because this is cheaper than fixing a late mistake.

Mistakes We Have Seen Repeat

  • Trusting a new intermediary just because its price is cheaper. Cheapness here may mean the absence of any guarantee.
  • Mixing the personal account with the business account, so it becomes hard for you later to prove your income or present your accounts.
  • Relying on one channel, so if it stops your work is lost.
  • Not keeping proofs of transactions and invoices.
  • Sharing passwords and verification codes with anyone who promises a quick solution.
  • Ignoring the news, since some opportunities appear suddenly, and some options close suddenly.

A Practical Plan in Five Steps

  1. Define the direction of money: do you receive from abroad, sell inside Syria, pay foreign platforms, or all three?
  2. Choose a primary solution and a backup solution for each direction, and do not rely on one.
  3. Try a very small amount before any large amount, and record what happened.
  4. Document every transaction: date, amount, party, and reason for payment.
  5. Review the situation every month. Follow the central bank news and the official pages of Stripe and PayPal.

Protect Yourself from Fraud

Wherever there is a closed door there is someone selling a fake key. In the payment subject especially fraud spreads because people are in a hurry and look for a quick solution. These are signs that should stop you:

  • A promise of a ready PayPal or Stripe account for Syria at a cheap price. These services are not officially available, and any purchased account may be closed and you lose your money.
  • A request for the verification code that reached your phone or email. No serious party needs this code.
  • Extreme urgency, such as an offer that ends within an hour or a large advance payment without a guarantee.
  • The intermediary refusing to give you an invoice, proof, or a clear name you can go back to.
  • A strange payment link reaching you from a customer you do not know, since it may be a fake page stealing your data.

Small Habits That Protect You

  • Enable two step verification on your email and on payment and ad accounts.
  • Use an email dedicated to work other than your personal email.
  • Do not share your ad account permissions except with someone you know, and withdraw the permission when the work ends.
  • Review the card or wallet statement weekly, because discovering a mistake early saves you a lot.

Prepare Yourself for the Day the Door Opens

No one knows when Stripe or PayPal will announce support for Syria, and it may happen quickly or be delayed. But the prepared one benefits from the first moment. And these are things you can prepare from now at almost no cost:

  • A tidy website or page showing your services, prices, refund policy, and contact details, because platforms look at the credibility of the business.
  • A work email in your domain name and not a public email.
  • A simple record of sales and revenue for past months, because it proves your business is real.
  • Clear product pages with real photos and accurate descriptions.
  • Your identity documents and your business identity documents arranged and ready to submit on request.

And at Ghayat we have experience in building websites and online stores ready to receive payment, and in managing advertising campaigns. And if you want us to review your situation and tell you what it lacks, the first consultation is free.

What Is Specific to the Syrian Market

  • Cash on delivery is a deep rooted habit, and gives the customer trust, but you must manage the risk of refusal and shipping cost.
  • Trust is built through conversation, since the customer in Damascus, Aleppo, and Homs wants to ask and make sure. Make WhatsApp part of the payment journey.
  • The change of currency and exchange rates makes pricing in dollars or pounds an important decision. State the payment currency clearly.
  • News and the regulatory framework change fast, so do not take a decision that is hard to reverse based on one piece of news.
